Cynthia A. Vallina

Principal of Vallina Group, LLC.

Prior to establishing The Vallina Group, Ms. Vallina served the Executive Office of the President, Office of Management and Budget for more than 30 years as a Senior Program Analyst for budget, management & procurement. There she provided budget and procurement expertise on Department of Energy headquarter management programs, in the offices of CFO, CIO, Human Capital, Acquisition, Capital Asset & Facility Management, and the Federal Energy Management Program (FEMP). She also supported the Office of Federal Procurement Policy (OFPP) by leading government-wide acquisition initiatives, such as performance contracting, past performance, energy efficiency and green purchasing.

Ms. Vallina authored more than 20 Executive Orders on Energy, Environment and Sustainability. She led government-wide efforts to reduce energy, petroleum, water consumption, and greenhouse gas emissions and to improve accountability and increase federal compliance with laws and regulations related to sustainability. Ms. Vallina also worked at the Department of Defense U. S. Air Force Energy Office and the House Government Reform Committee during her government tenure, and she served on several federal advisory committees related to energy and green buildings.

Prior to her Federal Government career, Ms. Vallina was a government consultant at Price Waterhouse Coopers and the Government Affairs Manager at the Professional Services Council. She started her career at the U.S. Chamber of Commerce for the Business Alliance on Government Competition.

Her volunteer activities support her church, university, local community, and the global environment.

President of Mesaros Associates, Inc, a woman-owned business that specializes in environmental and energy procurement consulting services: Biobased Products, Energy, Green Procurement, Sustainability, International Consulting, Reducing the Carbon Footprint in Business and Industry.

Prior to owning her small business, Ms. Mesaros retired from the Federal Government after working in the White House for the Council on Environmental Quality, and the Office of Management and Budget's Office of Federal Procurement Policy. She also worked at the Department of Defense (Army) and the Department of Energy's Federal Energy Management Program. Ms. Mesaros led many government-wide initiatives in acquisition, performance contracting, energy efficiency and green procurement.

mark wagner

Mark Wagner

MFW, LLC

Mark has over 37 years of federal government related experience. He has worked as a staff member for three Members of Congress, led a federal procurement technical assistance center in Wisconsin, and served in the Office of the Secretary of Defense at the Pentagon. He recently retired as Vice President from Johnson Controls after managing the company’s government relations office in Washington, DC for 23 years. Mark has been an industry leader on issues involving energy efficiency and sustainability.

He served as Chairman of the Business Council for Sustainability, co-chairman of the Energy Task Force at the National Association of Manufacturers, and served on the board of Directors for the National Foreign Trade Council. Mark received his BA in Political Science and his law degree from Indiana University in Bloomington.

Alex Vallina Hostetter is an experienced management consultant, technologist, and systems engineering professional having served both federal and commercial clients. He holds a Bachelor’s degree from James Madison University and a Master’s degree from The George Washington University. Vallina Hostetter has worked for non-profit science & technology organization, Noblis as well as top consulting firm, Booz Allen Hamilton.

Throughout his career, Vallina Hostetter has managed procurement operations for the Department of Justice (DoJ), Federal Trade Commission (FTC), Social Security Administration (SSA) and Department of Defense (DoD), as well as supported nationwide initiatives for the General Services Administration (GSA) and the Department of Health and Human Services (HHS). Vallina Hostetter is now proud to bring his expertise and dedication to The Vallina Group to better improve sustainability, energy efficiency, and environmental policy nationwide.
